The platform for machine-readable and executable regulation.
NormLogic is Sireto’s platform for transforming legislation, regulation, standards and policy into structured, machine-readable and executable regulatory knowledge. NormLogic is a Regulatory Engineering platform developed by Sireto B.V., a Netherlands-based AI and software technology company.
Five stages, one connected model.
Each stage keeps its link to the one before it, so an executed rule can be followed back to the provision that created it.

NormLogic is a Regulatory Engineering platform developed by Sireto B.V., a Netherlands-based AI and software technology company.
NormLogic combines AI-assisted extraction, regulatory knowledge modelling, provenance and formal rule representations, with interoperability support for standards such as LegalRuleML and Akoma Ntoso.
Check policies against the regulations that govern them.
The NormLogic compliance checker reads an organisation’s policies, procedures and controls and evaluates them against the structured requirements of the regulations that apply. Findings arrive with the source provision attached, so every gap can be verified and every claim of coverage can be challenged. It supports compliance teams; it does not replace their judgement, and it makes no legal claims.

- AI Act
Checks run against the regulation’s structured model, not a retrieved paragraph. A missing obligation is reported as missing even when a similar sentence appears in the policy.
Checks can run in real time when a policy or a regulation changes, and results integrate with existing GRC tooling so compliance teams keep their workflow and gain a traceable basis for it.
Policy generation, drafting policies from the norms they must satisfy, is in development.
- Fintechs
- Identify gaps and analyse regulation coverage in fast-moving financial ecosystems, without manual overhead.
- Enterprises
- Keep internal policies aligned with the obligations that apply across IT, finance and operations.
- Legal-tech platforms
- Embed structured, traceable compliance checks in products your own customers rely on.
- AI infrastructure
- Give agents and pipelines explicit regulatory constraints they can check against.
How NormLogic works
Five stages, each connected to the one before it. AI assists at the start; deterministic rules and recorded evidence take over where trust is required.
- 1
Source
Legislation, regulation, standards, policy and guidance are ingested with their versions, dates of application and identifiers, so every later artefact can point back to an authoritative text.
- 2
Structure
AI-assisted analysis identifies documents, provisions, definitions, concepts and the relationships between them, producing machine-readable regulation aligned with standards such as Akoma Ntoso.
- 3
Regulatory knowledge
Requirements, obligations, permissions, prohibitions, conditions and exceptions are modelled in a regulatory knowledge graph. Interpretations are reviewed by people in NormFlow and recorded with provenance.
- 4
Execution
Knowledge becomes formal, machine-executable rules in representations suitable for deterministic evaluation. Validation checks consistency, completeness and precedence before anything runs.
- 5
Evidence
Every evaluation records its chain: source, interpretation, rule, reasoning, decision. Findings, explanations and audit trails are available to applications, compliance teams and AI agents.
Where humans and AI build regulatory models together.
NormFlow is the environment around NormLogic for inspecting, validating and evolving machine-readable representations of regulatory requirements. Human oversight is built in: interpretations are reviewed, approved and recorded.
A transparent interface between
- Original source
- AI interpretation
- Formal model
- Human review
- Every important interpretation remains connected to its source.
- Every transformation can be inspected.
- Every model can evolve as the underlying regulation changes.
Questions about NormLogic
What is NormLogic?
NormLogic is Sireto’s platform for transforming legislation, regulation, standards and policy into structured, machine-readable and executable regulatory knowledge. NormLogic is a Regulatory Engineering platform developed by Sireto B.V., a Netherlands-based AI and software technology company.
How does NormLogic work?
NormLogic works in five stages: source ingestion; structuring of documents, provisions and concepts; modelling of regulatory knowledge such as obligations, conditions and exceptions; execution through formal, machine-executable rules; and evidence, with provenance and an audit trail from every decision back to its source.
Is NormLogic a rule engine, a legal AI or a compliance chatbot?
None of these. A rule engine executes rules without knowing their source; a legal AI or chatbot answers from text without deterministic evidence. NormLogic combines AI-assisted extraction, structured regulatory knowledge, formal machine-executable rules and provenance, and can feed rule engines or AI systems with traceable regulatory constraints.
Which standards does NormLogic support?
NormLogic is designed for interoperability with LegalRuleML for rules and Akoma Ntoso for documents, uses knowledge graph and Semantic Web technologies, records provenance in line with W3C PROV, and follows emerging European work on machine-readable regulatory information such as prEN 18286.
Can NormLogic make an organisation compliant?
No tool can. NormLogic supports traceability, structured regulatory reasoning and auditable compliance workflows. It reports where policies and controls meet or miss requirements, with evidence. Compliance determinations remain with the organisation and its advisers.
